     I understand Andy's point here and agree that his example of this law
would probably be ignored.
 I say probably, because it would depend on the circumstances and degree of
lawbreaking. I'm sure that two (or more) people breaking this law in a
home or a car would never be arrested. What about the same people breaking
this law in, for example, a crowded shopping mall? Would this then be
ignored? What if the mall owner filed a complaint and insisted they be
arrested? You never want to say never about laws.
         A quick example.......We (in Michigan) have a law from the 1800's
making it illegal to swear in public. It is, and has been, ignored
completely. That is until last summer. A canoeist was arrested and brought
to trial for swearing (a lot and loudly) after falling in the river. The
case, of course, made all the news around the country and brought the
prosecuting attorney much publicity. The person WAS found guilty of
breaking this law, and lots of people now know who that attorney is. This
all happened because someone filed a complaint and insisted the law be
followed. Many of us in this hobby have neighbors who don't approve of
our vehicles. If they file a complaint it must be acted upon and if you
have a local D.A. who wants to make a name for himself, well, you know what
will happen.
           Again, I see what Andy's point is and agree. However this law
is a bit different and MV's owners in Michigan should be aware of it.
