May not be worth it unless you need a bunch (shipping $$), but Valley Truck
Parts in St. Joseph, MI has hundreds of surplus 9.00 x 20 NDTs both mounted
and unmounted. I stopped by there once on my way back from DRMO Great Lakes
after previously seeing their internet site. I figured the tires would be
junk, but it turns out most have about 80% or more tread. I picked up two
that were mounted and still had the mold lines down the center of the tread!

They were mostly Cooper or Firestone manufactured. The guy I talked to
there, who seemed to be running the place, said they got them from the
government, who was using them on vehicles that were being painted, thus
some of them have light overspray. No big deal, I wiped it right off with a
scotch-brite pad and some tire cleaner.

Oh yeah, did I mention they only wanted $35 each, mounted? Didn't ask the
price of the unmounted ones. This was as of last fall, so of course, the
price may have changed since then.
