The earliest bid opening is February 23. You would be able to start
inspection a week or two ahead of time (consult the official catalog
for details), and the bid must be at the DRMS office no later than
8:00 AM on February 23. It's tough to learn how to navigate the DRMS
site effectively, but it can be done... that's how I got my first MV.

If you get a truck soon, I recommend getting it registered immediately
(to avoid penalties from your DMV), then stick it in the garage for
2-5 years while you get better at driving regular cars first. :-)
Really... I remember how I drove when I was your age (I'm 31 now), and
I'm surprised I survived! It was a good thing I was in a 2000 pound
car, not a 15000 pound truck... :-) Maybe a trip through a trucking
school would be a good idea, even if your state won't require a
commercial driver's license. I need a CDL here in Kalifornia. I could
probably get by without the school, because another list member with a
class A CDL has offered his help, but I think I'll do it anyway. That's
a lot of iron to man-handle down the road, and the deuce has been
described as "15000 pounds of parts traveling down the road in loose
formation". :-) [Who wrote that? I think it was on the MV list
recently, in response to somebody who wanted to make his deuce go 75
MPH.]

Can't help you there. It varies from state to state. Unless you move
to Kalifornia... but you don't want to do that!

I had mine towed by a commercial hauling firm. It cost about $320 for
a 180 mile tow. They had a *BIG* tow truck which lifted the front of
my truck with a hydraulic fork under the front axle. The driver
disconnected and later reconnected the rear driveshaft for me, even
though that might not be necessary on an air-shift deuce. But better
safe than sorry.
