Here in Germany we have a law: If you drive a vehicle without
windshield or with windshield down and the driver has only one
(working) eye, the driver has to wear a goggle.

People with two working eyes may drive a vehicle without windshield
without any extra equipment.

Note: Most motorbikes don't have a windshield!
