To provide vacuum for the windshield wipers under hard acceleration when
the (near) fully open throttle plate allows all the air/fuel mix the engine
can suck in. Without the vacuum booster as they are more commonly known the
wipers would come to a quick halt under even moderate tromping of the gas
pedal.
