[MV] Demilling and ex post facto Law

Ex Post Facto would not apply since the government is willing to pay
compensation and apparently there are no criminal penalities involved. Of
course the bill says the government will pay the owner the "cost" of the
MV. Does this mean the $500 paid for the "junker" or the $12,000 it's worth
now? And if I decide to demil my own vehicle, will I be given specific
directons and then someone from the Pentagon comes out and inspects it?

With a 30+ year background in law, I feel unless there is a compelling
national security interest in the purpose of the bill which can be shown,
there are more problems. I still say, ask the author of the bill what is
the purpose and intent of the bill. This should be on the record. WHY???
That's a fair question.

If someone will give me the address for the author, I'll send the letter
and post a copy.

 On the other hand, why doesn't the government simply take them away and
send them to a foreign country? Our government seems to do well at
supporting other countries while tghere are those here who lack a lot of
necessities. Sorry, I digress. Hmmmm, I wonder if this list is being
monitored by BB (Big Brother). I hope not.
