It's easy to get lost in the VRC-12 nomenclature nightmare, but the C-2742
is what
you're thinking of as respects the RT-246 (it'd be the remote preset
channel selector),
where the 2299 is used in two-set stations to turn on and off the
rebroadcast function
(RRB), and/or transmit on the radio of choice through whichever audio
accessory
is connected to it.

The C-2299 used in a single-set installation just gives you a more convenient
point to attach your audio accessory to than the radio itself in many
vehicles, and you
can hook it up to either the MT-1029 or the MT-1898 depending on which
unit you'd like to monitor at the remote position, and whether or not you
have the
appropriate cable.

"VRC-12" denotes both the family of RT-246/524/442 radios in addition to
the installation itself that combines the RT-246 and 442 (in other words, the
AN/VRC-47 setup with the RT-246 in place of the RT-524.)
