How is it the Navy regs supercede international laws on salvage?

Yes my Navy is a bit anal retentive on this subject. Their
policy is that unless the aircraft was sold to a foreign government
it is still on the books as equipment, even if it is under X feet
of water or crashed in some jungle. They are the only branch of
  service with this dumb policy.

I have been in regular contact with the folks that run the Naval
Air Museum down in Pensacola and there is movements to change the
policy.. This is after a couple of us wanted to go after one
of the F4 or especially a SBD Dauntless out of Lake Michigan..
So Doug is not the only person who is at odds with the Navy over
going after and restoring old warbirds..
