The fuel in the oil would vaporize in the cylinders and cause the thing to
seem to run rich.
Oil thinned that far would also bypass the rings.

Rob,
I don't know about all of your other problems, but the oil
in the base is being caused by a ruptured fuel pump
diaphragm.
