I had a similar problem with a 1976 Dodge van recently. The brake
proportioning valve was dirty inside and some crud was stuck in a
passage. Cleaning did not work so a new one was in order. I do not know
if your vehicle has a similar proportioning valve, but, if it does, that
may be the source of your problem.
