Electronic Turn Signal Flasher

I have a new electronic turn signal flasher NSN#5945-00-789-3706, P/N
11613631 (Riverside Mfg, Inc.). Does anyone know if the operating voltage
will work down to 12V? If not, does anyone know if there is a 3rd party
replacement (3 pin connector) that will work at 12V?
