MB Steering Bell Crank

For those of you that have been following my saga of the stuck steering bell
crank pin, well it's out. The new one is in and I'm just wondering about
one little detail. They put a slot, like a keyway, on that pin which would
imply that they intended to have something keyed to it. I look in the ORD9
for the MB and I see two seperate washers listed. A WOA860 (or FM-GPW-3169)
called a Washer Steering Bell Crank Shaft Lower, and a WO859 (FM-GPW-3168)
Washer Steering Bell Crank Shaft Upper. The rebuild kit did not come with
any washers and there was only one flat washer under the nut when I took it
appart. Does anyone know if the upper washer listed in the ORD9 is keyed so
it would not rotate? Otherwise why list two different washers?
