M-37 Steering idler arm ball

Hi,

I have a problem w/ all my M-37 CDN series vehicles. The steering idler
arm (the one mounted to the frame and hangs down) has two balls on it
and the upper one is loose.

Is it a serious problem, or is it designed in such a way that being
loose doesn't mean it is going to fall out???
Is the only thing holding it in the little penning that is visible, or
is it a tapered end hammered on to it????
Are there replacements available??? Where, how much....
