Just cleaned out a fuel tank using the famous broken glass method.

Take a couple of toughened glass side windows, shatter them, and put the
bits in the tank, then tumble the tank with something like a cement mixer.

Five minutes of that will have the tank cleaned and ready to prime, you
can just hoover out the glass and use it again.
