Hi, Herb.
First off, put some grease or paint on the area where the pump arm
contacts the cam lobe that pushes it up and down, and make sure it is
making contact. Otherwise, it won't pump at all. Then put some clay
underneath the arm inside the pump housing, install the pump, and crank
the engine a few turns. Then pull the pump again, and see if the arm is
moving up and down. If not, the lobe is probably worn off the cam, or
the eccentric disk that bolts to the end of the cam is loose. See if
that helps.
