If I am not mistaken, any vehicle over 10 years old with a bill of sale is
okay in Oklahoma. I lived there for over 12 years and had a buddy that has
titled numerous vehicles in the state without having a title.

I had an M38 I sold to a friend who also lived in Oklahoma. I didn't get a
title when I bought it, just a bill of sale. As I never completed it and
registered, I never attempted to get a title. I gave my friend a bill of
sale on the jeep. He took that and got an Oklahoma title with no problem.

Where in Oklahoma does your friend live? None of my group in Lawton
(Southwest), Oklahoma ever had a problem. If he is in a big city, that
might be the problem.

Oklahoma has very MV friendly licensing. They have a law which provides for
NO LICENSE plates, only the USA number on the hood.
