MUTT woes in Kentucky

Im having one hell of a time getting
a title and tags for my 74, A2 MUTT.
All I have is a bill of sale that states
the body number and motor number.

They refuse to give me a title on the grounds
that it doesnt have a VIN or a title.

Any help from the MUTT gurus???
