Well, I think you refer to the prison box or cage carried on the deck of HMS
Pandora, this held all manner of miscreants and was an allusion to the Greek
mythological Pandora whose dowry was a box which when opened released all
the varieties of evil and retained only hope.
Of course the US folklore may vary.
