Fule tank repair

I pulled the gas tank from my M151A2 and found
a machine screw with a square piece of wax paper
(or something similar) screwed in the bottom .

At the same time, there a corresponding hole in the
bottom of the tub where the fule tank goes that one
could access said screw from under the vechicle.

Is this a legit modifaction or a field repair? Its leaking
now, so it need to be fixed ASAP.

Any ideas on a fixes?
