emissions problems

I have an older VW ('87) Golf and it has failed the transient NOX emissions (4.3
with a limit of 3) , but the CO and HC's are both well within limits.

Any ideas of the source of the problem and what can be done short of replacing
the Cat Converter and Oxygen Sensor? The vehicle is really barely worth those
repair costs ($600+), although it drives fine. Would some additive in the gas
help?
