In practice, the M35A2 gets it's head up at about 2000 rpm and accelerates
right up to the governor. That value is 2600 rpm as set by the military,
but can be easily boosted to 2900 rpm. It is really happy between 2600 and
2900 rpm regardless of what gear it is in.

On flat level road, it will accelerate slowly from 1500 rpm to 2000 and then
take off. On a steep incline, it will not acclerate from 1500, but may be
downshifted and will then accelerate.

I suspect these are too far apart for what you want....
the information here is from govt TM. I will assume your truck powered by
LDT...

Horsepower max is 130@2600rpm
torque peak 305 ft/lbs @1500 rpm
