Yes, these are mounting holes for a mirror bracket. Proper flag etiquette
calls for mounting the flag on the right side.

While looking for existing mounting points, I noticed that on the
driver's side below the windshield frame just in front of the top door
hinge, there are two threaded holes facing straight out to the left
side. There are no corresponding holes like this on the passenger
side. Does anyone know what these were originally for? A different
mirror maybe?
