28.4 volts is OK Are you sure you have a amp meter and not a volt meter in
your dash?? Very few M-37's came with amp meters. Check and make sure your
batteries are installed correctly and not in backwards. Yes the started will
run with batteries installed either way. Just my 2 cents worth BILL L
