Hello Alan.....
there are three possibilities here:-

1. Both circuit breakers are energised from the ignition switch. With the
igniition "ON", check each side of each circuit breaker to see if you have
voltage. It could be a broken circuit breaker......you should ascertain the
cause of this before trying to by-pass (even temporarily) the CB.

2. You may have a bad ground between the instruments and the instrument
panel, or maybe the panel itself is not earthing to the body.... try a wire
clipped to the instrument(s) and the other end to a KNOWN good earth.

3. Unlikely, but check that the live feed to the instruments from one of the
circuit breakers is wire no.27... you could have crossed the wires to the
other CB.
