There are two warnings or errors you will receive from LOGSA when
trying to download a PDF file: "Unauthorized" and "Forbidden".

If you get the "Unauthorized" error when you try to download or view a
PDF, this means that you cannot get this file without a government
account that grants you access to that file.

If you get the "Forbidden" error, you and everyone else are getting
this same message at this time for all documents on the system. This
doesn't mean that yYOU are forbidden from the file, it means that the
whole system is down for maintenance at the present time and nobody
can access the files. Wait a little while and try again. It appears
that LOGSA largely shuts off all access on weekends.

I have tried several times to get an access account, but they will not
give access accounts to anyone unless they are government personnel or
contractors involved in military contracts.
