That's not a need to rebuild.
That's a hang, it is loose or a bit out of alignment.
Had a 76 Chev that I never could fix, tried for a year.
kept a 3 lb hammer on the floorboard.
One pop, worked every time, generally 1.7 times a week.

M1009 will start! I did everything that everybody suggested, short of
pulling the starter. I got a hammer and broom handle and rapped the
starter about the head and shoulders. Truck started! Said hammer and broom
handle now added to Kit.
Question: Is this the time to rebuild the starter or should I wait for it
to lock up again? This time it did it in my driveway.
Of course, the truck may just be releaved that I am not going to bring home
any more just like it.
