I think your float valve is still sticking. Do those engines have a viton rubber tip on the float valve? Does it have a ring cut around the tip where it has been
stuck into the valve orfice for a long time - if so replace. In fact if this problem persists replace the float valve.

Those things will drive you nuts if they stick - you can't see them. If you have already soaked the carb body and blown it out with air, all you can really do is
start replacing parts. Float valve should be the first.
