Siping of NDCC tires

During a visit to Memphis Equipment (Pennsylvania), I noticed at least one
M35 with tires that had been "siped," fine slots cut in the tread to provide
better traction on wet pavement. Does anybody know if this is experimental or
a new practice in the military? How much does it improve traction?
There is a recapping place in nearby Mt Airy, NC, "Bray's" I think, that will
sipe 900x20 tires for about $20/ea. If it improves traction, that is pretty
reasonable.
