Can't help you with most of your questions, but for the stencils, you might
look into having
your local vinyl sign company (ie. Signs Now, Fast Signs, etc.) cut the
stencils for you. They
   use a self adhesive material called paint mask, and it usually sold by
the square foot
(around here the average price is about $5.00/sq.ft.) The lettering is done
on the computer,
using software similar to Corel Draw. Because the artwork is on the
computer, the file can be
saved for future stencils. This also allows the text to be modified easily,
allowing for
different numbers, etc.
