            Basic chemistry and physics with common sense and attention to
detail are the key to safety .
 For real safety purging the tank with steam would be best but
not many have such gear . Careful preparation that may take a day or two and
having as small a pocket of air in the tank means that in the unlikely event
that there are still fumes left the amount will be so small that on ignition
they will simply blow through the drilled hole . Filling the tank or pocket
with Co2 or Argon will also work BUT the larger the volume of gas the
greater the
potential for trouble . I have used this technique on many fuel tanks and
also to cut into propane and butane tanks -------- and lived to tell the
tale.
