Not necessarily so. Or, almost not necessarily so.
In "real" life we have a web development and technical services business.
The thing about these scams is that it costs the scammer --nothing-- to
perpetrate. E-Mail from Africa is essentially free. $2.00 for a good color
copy of a cashiers check or whatever. $12 for FedEx. For $15 he's got a
shot at a $5,000 payoff. 300 to 1 payback is worth a chance.

Same thing for spam. The cost to send the billions of spams is negligible.
All it takes is a miniscule return to be profitable 'cause there isn't any
expense (to the spammer) to speak of. Some garbage product that is not
worth regular direct mail (postal) because the piece cost to deliver is too
high becomes instantly profitable as spam. It won't go away until the
economics change.
