A missing spare tire carrier is not a "minor thing".
There's almost a 100% chance that a torch was used to
cut the bolts that held the carrier to the frame. When
you go to install another carrier, you will find a real
nightmare when you try to install the nuts and bolts.
The air tanks are in the way and pulling them is no
party.
