Two different vehicles: both have the correct (i think) USA numbers
stenciled on the hood. State Police did the physical inspections and photos
are to be submitted to the DMV. Bumper numbers and USA numbers are clearly
visible in photos of both vehicles. One is an M35A2 multifuel deuce and the
other is an M16 halftrack.

I cannot point you to a document, but my best guess would be that it
was the law-makers intention that the USA number would be used. It's
my understanding, based on what other folks have told me on and off
this list over the years, that the USA number is assigned when the
vehicle is received from the manufacturer, and stays with the truck.
I've seen form 97s come from DRMS with either the manufacturer's
serial number or the USA number as a VIN.

Yes, I think you're correct.
If you know the correct USA number for your truck, I'd suggest that
you use that. It should already be a unique number. Was your truck
recently surplussed, or otherwise not repainted since it was released
from the government? They'll typically paint over any identifying
markings visible from the outside when the truck is released, but the
USA number can often still be found on the hood, especially if it was
applied with vinyl decals which have shrunk and cracked the paint.
What kind of truck is this, by the way?
