Once the bounce counter for this user reaches a certain level, the account should be automatically un-subscribed. I think the counter must be pretty high, but I had this happen to me a year or so ago when I had several weeks with email problems and I had to re-subscribe after resolving them, so I think it still works even without moderator intervention.....
