I have to agree with Ida: everyone should serve a year or two.

1: You are re-paying the country for allowing you to live here. SOMEone
has to pay the price, why not everyone?

2: People put through basic, AIT, then some kind of service ( how about
rebuilding the damaged highway infrastructure around the US instead of
service in the Army? ) and they find that people of another group they
hated... well at least some of them aren't so bad. As it stands now many
young people dwell within only their own 'people' be that ethnic,
religious, whatever for most of their formative years?

3: It might also give the adults of the future a common base set of
manners, depending on how they are brain washed, rinsed and folded by
the PTB. How many people who explode on the road or a post office were
grumbling about whatever slights they felt they endured prior to 'going
off'? If the vast majority of people feel X is rude then most people
will avoid doing it.

4: It might cut down stupid fire arm accidents. Like driving an
M543A2, you need some training and time with weapons or accidents are a
lot more likely to occur.

5: What if the Govt funded a half year of state college for each year
served? Or some such.. it might help promote higher levels of education.
  No, no idea where the money would come from.

Your head is probably going to explode for this but I'd say don't start
the draft and start doing what they can to retain experienced people. Be
they experienced NCOs or well trained people that came out of the
closest for one reason or another and were ditched.
