     Air over hydraulic brakes are still considered, hydraulic brakes, as the air actuation mechanism does nothing more than supply sufficient pressure to the master cylinder to apply the brakes. As to "modifications", this term may be technically correct in its own sense, but as to putting a complete air brake system on a truck, it would be considered an "upgrade". Several companies, Memphis Truck & Equipment, comes to mind, offer a complete kit. Most likely, DOT approved. Therefore, if such a stamp of approval is on the kit, then the idea of proving this out to an insurance company would not be necessary. More like creating problems where problems don't exist. DOT approved is all you need.
