configured as living quarters but used for
commerce and it's commcercial. The commercial
non-commercial rule is based ultimately on use,
not on configuration.

Drive a Fire truck for a business (as a
repairman) you need a CDL. Drive it for a
Department, you have a non-commercial DL.
