Ok, for regular people, to get a Machine Gun (NFA
item) you have to find a weapon that is Pre-86
ban transferable. That means that it was in
civilian hands before the 86 closure of the NFA
(national firearms act) Registry. If you find
one, can afford the massively inflated price
(supply and demand you know) you then file a form
with the BATF. They mull it over for 2 months (or
so) and then they get back to you with a request
for your tax payment. You send them the $200
payment and then they send you a bit of paper
that has your tax stamp and the details about the
gun on the form. The gun is now yours and you can
go pick it up from the dealer you bought it from
4 months or so before.

If you want to import a post 86 weapon, you need
a letter of request or some such from the
military. Good luck doing this because if you're
not a contractor making weapons or even
prototypes for the military, the BATF is going to
tell you no-way-no-how. Becuase, that little gem
of a law in 86 made it impossible (barring an
amnesty period) to add any weapons to the NFA
registry.

What makes a weapon a Pre-86 ban weapon is that
it was in civilian hands and in the registry
before the closure of the registry.
