These were recently demilled and surplussed. It all Started after an insurgent

The press began to puncture the feasability of the weapon system. The pressure
increased finally until The DoD commissioned a study and found that it was too
costly to deploy the Repair Tool.

Coupled with the fact that the budget ballooned, and it was discovered that the
performance figures were pumped up by the contractor.
It basically let the air out of the program for the new weapon system.
