Commenting on the spacers. There are unsafe designs out there. Just pick up
a JC Whitney catalog and you will see some of them which are used to create
dually pickups without using the proper axles. Some are safe designs and
some are not. It seem like the ones you are using ae a safe product IMHO.
As far as legality. They are illegal for certain uses, primarily commercial
vehicles on public roads. They are addressed in the codes. For your use on
a little trailer in personal use they are legal.

Hmm. I can't comment on the legality. I don't think that the particular
ones I'm using are unsafe. They are made from solid steel billets, they
bolt to the hubs with the original lug nuts, and then they have their
own set of studs for attachment of the wheel. It's a nice, solid assembly.
I can see how the assembly could be weaker if the spacers just had holes
for extra long studs to go all the way through to the wheels, but these
ones aren't made that way. Plus, the extra 2" offset centers the HMMWV
tire between the M101's wheel bearings, so both bearings take the load
evenly like they're supposed to, instead of the inner one taking most of
the punishment.
In this particular application (HMMWV wheels on an M101 with CUCV-style
hubs, using 2" wheelspacers.com steel spacers), I think they should make
things safer by eliminating tire/frame scrubbing and properly centering
the load between the bearings. I can imagine how other
(mis-)applications could be unsafe. For example, if a
wheel/spacer/vehicle combination moved the tire center outside the pair
of bearings, I would thing that would be a Bad Thing.
