Hi,

To get rid of the varnish I always use cellulose thinners (reducer) with
great results every time. It is far less expensive than proprietary carb
cleaners and doesn't evaporate in the same way that carb cleaner does.

Not sure about the military, but I use them all the time. Carb cleaner
works wonders on them, but you really have to flood the stuff through them
to get it to work. Spray it in the tank (1/2 a cup or so), and pump it up.
Open the valve, and let it spray out (with no mantles on), and clean up the
mess.

Make sure you drain the tank before using!
