I think he might have been trying to say that maybe the balance was caused
by the bias bly tires separating and falling apart, I'm no tire expert but
I have heard of that before ... YMMV just a few .02 cents worth of
comments

Last year I drove my M1008 CUCV up to Oregon carrying a heavy load of parts.
One of my tires decided to imitate my cat and it shed a piece of rubber
the size of a
bagel. I shifted the load around before getting back on the highway to
traverse the last 30 miles.
The minute I got up to 25 MPH it started to occilate and very rapidly
almost tore the whole truck appart. At least that is what it seemed
like. Finally made it into the destination, unloaded, put
almost new takeoffs back on and thought everything was ok (These were
the 36 in M988 bias plys) Went for a test drive, no problems. Loaded the
truck back up, got back on the road
and it started up again. I checked everything I could and couldn't find
anything loose.
Took it to a shop to check the alignment, and it tested out to be good
and tight.
The guy decided to put some new tires on that he had and the problem
went away. I ended up with
some 35 inch all terrain radials at $200 a pop, but when I finally got
back on the road, it drove
like a dream, and that was with a full load. The guy said that he
thought the bias plys were so badly balanced that that is what was
causing the problem. Although I am glad I did get those new tires
since they were radials, I was a little bummed out that the guy didn't
just balance my tires. Ofcourse
he waited until I got the tires before he said anything about the balance.

I would say that the symptoms I was having sound exactly like what is
going on here, so I would
definetely check to see that the wheels are ballanced properly.
