Cummins run away

Twice while warming up the Cummins in my M813, it
"ran away," that is, it went into a high rpm mode, and
I do mean high. Both times this happened was after
air pressure was up, had been running a few minutes,
and the truck had been sitting for a couple of weeks.
I pressed the throttle pedal a little and away it went. I
was able to shut it down the first time by turning the
start and battery switches off. The second time, I first
looked at and worked the throttle linkage, but could
not find anything wrong, so I started it and idled fine.
Gave the throttle pedal a little nudge and I had to pull
the emergency fuel shut off cable on the dash. I did
not hear any drop in the rpm after shutting off the
two switches.
After another two weeks of letting it sit, I got
Soldier #2 (my daughter) to gently work the throttle
pedal, I observed the movement of the linkage to the
injector. Advance and return movement was fine. The
return spring is good and strong. The first thing I looked
at was the position of the arm on the injector. It was in
the fully returned (idle) position. I don't think that I
touched the pedal during of after the run away.
Started it and ran fine, but I barely nudged the throttle.
Let it idle awhile. then shut it down.
Injector pump problem?
