For what it`s worth , The Vacuum unit could be an air damper to prevent
oscillation of the system , piping it to the air cleaner would be to prevent
it picking up dirty air !
OR plan B ,a sudden opening of the throttle would cause over shoot the
vacuum unit would counter this in the linkage !
