The way it works is there are many "tiles" of satellite photos.
Interesting areas, such as major cities, are in higher resolution than
'less interesting' areas. Taking satellite photos of the entire planet
takes a while and is a bit expensive. Since there are companies
willing to pay for 'interesting' areas then resources are focused (if
you'll pardon the pun) on those areas first.

Some areas, again those major cities, are sometimes further mapped for
city planning purposes (and flight simulator games, actually) with a
sort of sketch of buildings. This is the 3D building feature. You will
notice that a major city where this can really help, such as New York
City, has this capability.
