Is an aircraft a military vehicle?

I was a flying crew chief of a 1943 C-47 in 1969 in Thailand.
Does anybody have any info on USAF C-47s used in Thailand,
and given to the Thai Air Force?
Heard they flew to Oshkosh Wisconsin to get Basler turbo conversions.

Base Flight, U-Tapao Thailand, the base commander's personal aircraft,
1943 C-47D, 43-48562 and 43-48257.

Also C-47D tail number 827 as used by an army group in Bangkok,
a few years earlier.

USAF 1967-1972
U-Tapao Thailand 69-79
NKP Thailand 71-72
