the people traveling in a circle do have the right of way. you are supposed
to yeild if you are coming to a circle and a vehicle is in the circle.
drivers seem to have a problem knowing what yield means exactly. they think
it means stop then look. not look and stop if needed. i have seen people
sit and wave 5 and 6 cars from other directions into the circle. it is very
annoying when you have to be somewhere and they are just sitting there like
it is there job.
