2 6TLs, both were hooked up until an hour ago.
Is it a safe assumption that the 8v is the bad one?

Not hot enough to turn the motor on an M35A2, tried to charge each separate
(a month ago), NOGO.
Just took em out and on measures 12v, the other 8v.
