One thing that no one has mentioned is if the Kansas
Director of DMV followed proper procedures in creating
this regulation.
Proposed regulations usually have a public comment
period and then review prior to enactment.
A simple question to the DMV if the rule was legally
created may yield more then fighting them over the
rule itself.
