and isnt really relevant for this forum.

 I working on getting a petition to try and make a
change to the federal law that states that no one
under the age of 21 is allowed to carry/ buy a pistol.
I believe that this law is wrong, I served in Iraq, I
was a weapons instructor in the Army, I trained
Officers on Pistols, I was wounded defending the USA.
I now work as a private security guard, but am unable
to carry or instruct in the civilian world due to my
age. I believe that the Goverment should make certain
exceptions to this law. If you agree with me then
please send me an email, if you don't please share
with me why.

Here's my Petition:

Petition for change to Federal Law regarding
Possession of a Pistol by someone under age 21.

In the General Information, Items of Interest, of the
2000 Publication of Federal Firearms Regulations
Reference Guide(ATF P 5300.4(01-00), page 115 Section
4. Federal Age Restrictions, it states:

 “Federal law prohibits Federal firearms licensees
from selling or delivering any firearm or ammunition
to any individual who the licensee knows or has
reasonable cause to believe is less than 18 years of
age, and, if the firearm, or ammunition is other than
a shotgun or rifle, or ammunition for a shotgun or
rifle, to any individual who the licensee knows or has
reasonable cause to believe is less than 21 years of
age. (18 U.S.C. 922(b)(1), 27 CFR 178.99(b)(1).)
 [NOTE: Ammunition interchangeable between rifles and
handguns (such as .22 caliber rimfire) may be sold to
an individual 18 years of age, but less than 21, if
the licensee is satisfied that the ammunition is being
acquired for use in a rifle.]

 Additionally, it is unlawful for a person to transfer
a handgun to a juvenile (a person less than 18 years
of age) and it is unlawful for a juvenile to possess a
handgun. Exceptions are provided for the transfer of a
handgun to and possession by a juvenile for purposes
of employment, ranching, farming, target practice or
hunting as provided for in 18 U.S.C. 922(x).

 Pursuant to regulations at 27 CFR 178.103, ATF
distributes posters to licensed importers,
manufacturers, and dealers that caution against the
transfer of handguns to juveniles, as well as the
possession of handguns by juveniles, in violation of
18 U.S.C. 922(x). The regulations require licensees to
display the posters on their premises. Some licensees
erroneously interpreted the poster to mean that they
may now lawfully transfer handguns to any person over
17 years of age. Enactment of section 922(x) making it
unlawful to sell handguns to juveniles (persons under
18 years of age) and for juvenile to possess handguns
did not alter section 922(b)(1) of the GCA that
continues to prohibit licensees from transferring
handguns to persons under 21 years of age.”

This Petition is to make the same laws apply to ages
18-21, with certain Qualifications/Background, that
applies to those 21 years of age or older. If someone
is old enough to fight and maybe even die for this
country then they’re old enough to have the same
privileges as everyone else.

**Someone between the ages of 18-21 would have to
conform to the same Rules/Regulations as someone 21 or
older.**

An Example that would entitle some 18-21 years old to
legally own/carry a pistol or be able to be employed
in such a role.
• Military Background (other than Dishonorable
Discharge)
• Mentally Sound

By signing this Petition you agree that the
Federal/State Law should be changed to allow certain
cases to be considered.
